Shappu refers to shop, to toddy shops in particular; these highly informal establishments in Kerala are renowned for serving spicy food to accompany drink and this preparation is in the style favoured by the discerning habitué of the finest toddy shops. This featured meen (fish; king mackerel, I think) and was very good, and quite spicy.
